Nearing the end!


In Seville, industry, NGOs and Member States came together for a full week to finalise the reference document for Best Available Techniques for Surface Treatment Using Organic Solvents, which contains a chapter specifically on the manufacture of adhesive tapes. Afera participated with the support of member companies, to present an accurate view of the technological possibilities and limitations for emission reductions.


As a next step, all comments received will be processed by the European Joint Research Centre, resulting in an updated draft by April 2019 and a final opinion by Q3 2019. If approved, the BAT Conclusions in the document will be published after Q4 2019 in the Official Journal of the European Commission.


Food contact materials


Turkey adopts new regulation on plastic food contact materials


On 15 November, Turkey notified the World Trade Organisation of a new draft regulation on plastic food contact materials. The “Turkish Food Codex Communiqué on Plastic Materials and Articles in Contact with Food” is proposed to enter into force on 1 February 2019 with a transitional period of 2 years. The goal of the proposed regulation is to bring Turkey’s regulation more in line with those of the E.U. member states.


REACH/CLP and biocides


ECHA increases visibility of authority activities


The Public Activities Coordination Tool (PACT) offers companies an overview of information on chemical substances that are on a Member State authority's radar for potential regulatory risk management. The scope of the PACT has now been extended to cover:

  • Dossier evaluation (compliance check and testing proposals)
  • Substance evaluation
  • Registry of CLH intentions until outcome
  • Registry of restriction intentions
  • Registry of SVHC intentions.


Sustainability/recycling/waste legislation


EU Parliament adopts single-use plastics rules


On 19 December, the European Parliament and Council reached a provisional agreement which is to be signed today. On 18 and 19 April, the European Parliament will vote on the agreement, after which Member States will have 2 years to transpose it into national law. The goal of the Single-Use Plastic Directive is to reduce the amount of plastic waste that is created by banning certain single-use plastic products, as well as setting binding targets for the use of recycled plastic in PET bottles.
